Vice President, Technology Transfer and Commercialization

Robert Barrett is the Vice President for Technology Transfer and Commercialization. He is also the Program Manager for DoD TechMatch, an award-winning system developed at the WVHTC Foundation to support DoD Technology Transfer and Transition; for the eCrimes Technology Support Center sponsored by the National Institute of Justice (NIJ); for the Mock Prison Riot, also sponsored by NIJ; and for a variety of efforts supporting the Environmental Protection Agency.
Prior to joining the WVHTC Foundation, Barrett served nearly 30 years as a civilian for the U.S. Navy, retiring in 1997 as the Director of Operations at the Naval Oceanographic Office. He also held positions there as Director of Integration and Technology; Deputy Director of the Warfighting Support Center; Director of the Plans and Requirements Department; and of the Program Management, Fleet Liaison, and Tactical Analysis Divisions. From 1993 – 1995, Barrett was the Science Advisor for Naval Forces Europe in London. He also served two years as the Chief of Staff for the Commercial Technology Transition Officer at the Office of Naval Research (2003 – 2004). He received two Meritorious Civilian Service Awards for his efforts during Desert Shield/Desert Storm and early efforts in Bosnia, and a Superior Civilian Service Award.
