Jon R. "Jack" Carpenter
 
Vice President
Technology Services Group

Jon R. "Jack" Carpenter serves as a Vice President for the WVHTC Foundation and oversees the Technology Services Group and the Internationalization/Export Program. Additionally, he is responsible for the strategic planning and analysis required to support the Intellectual Property Management Group’s mission, goals, objectives and client needs

He was previously the Senior Vice President for Strategic Planning for the Robert C. Byrd National Technology Transfer Center (NTTC), as well as Vice President for Technology and E-Business Development, Vice President for Technology Access Services, director of Strategic Planning, and associate director of Measurement and Evaluation. He served on the Federal Interagency Working Group on Measurement of Technology Transfer and the Association of University Technology Managers (AUTM) Task Force on Economic Impact.

Carpenter is a member and past chairman of the West Virginia EPSCoR State Advisory Council and a member of the state’s Energy Task Force. Currently, he is the secretary/treasurer of the board of directors of the National EPSCoR Coalition and chairman of the MountainMade Foundation.

He served as staff director of the Subcommittee on Office Systems in the U.S. House of Representatives for nine years. In this position, he was responsible for telecommunications, computers and all office systems for the House of Representatives and 13,000 office employees. He served as liaison between members of Congress and major corporations, assessed equipment needs and negotiated terms and conditions with all companies desiring to do business with the House of Representatives, managed systems and equipment budget in excess of $50 million annually, developed subcommittee policy and procedures regarding equipment selection, acquisition and implementation, and coordinated House/Senate telecommunications and office systems activities.

During a special assignment as policy advisor to the chair, Task Force on Telecommunication, Carpenter assisted a task force of five members of the House of Representatives in considering and formulating priorities and policy in the design and selection of a nationwide system for voice and data transmission, increasing the efficiency of the telecommunications system between the Capitol complex and over 1000 district offices throughout the United States.

While President of Carpenter and Associates, he provided public policy and government relations consulting in Washington, D.C. He received a B.A. in finance from the University of Cincinnati.
