Public Safety & Homeland Security Group

Steve Morrison is Vice President for Public Safety and Homeland Security at the WVHTC Foundation. This area encompasses the National Corrections and Law Enforcement Training and Technology Center (NCLETTC), Office of Law Enforcement Technology Commercialization and the Test and Evaluations Division. He is an innovative individual, dedicated to discovering new and exciting teaming methods for providing training and technology to public safety and first responder officers.

Morrison served as the executive director of NCLETTC since its inception in July 2000. His experience and background in the fields of law enforcement and corrections is vast. He is currently employed by the Federal Bureau of Prisons and is on executive loan to the WVHTC Foundation. He was employed as a program manager by the Space and Naval Warfare System Center in Charleston, S.C. from 1995 to 2002 and worked as deputy director of corrections at the National Law Enforcement and Corrections Technology Center, Southeast Region, a program of the National Institute of Justice, Office of Science and Technology. His responsibilities included oversight of research and development, testing, applications, and dual use transfer of military technology to corrections agencies. He served as the focal point for all corrections efforts in the U.S. for the agency.

Besides his current position, he has served as a lieutenant at the North Charleston Police Department in Charleston, a federal criminal investigator in the Charleston Naval Shipyard, chief of police at the Naval Weapons Station in Charleston, director of security for the chief of Naval Air Training in Corpus Christi, Texas, chief of security of the Naval Consolidated Brig in Charleston, and accreditation auditor/chair for the American Corrections Association. He served as vice-chair of the ACA Technology Committee from 1997 to 2003, chair of the American Jail Association Technology Committee, and as a member of the AJA Program Planning Committee. He holds positions on the board of advisors for the bi-weekly Corrections Professional periodical and for Screened Images Multimedia (Corrections.com). He is currently serving on the board of directors for the Moundsville Economic Development Council and the Marshall County Adult Education Advisory Committee. He was awarded the 2005 Ronald Reagan National Leadership Medal.

Morrison has authored numerous articles on technology for Corrections.com, Corrections Today, the Corrections Professional, and other periodicals and magazines. His work has also been published in the Proceedings of the International Society of Optical Engineering. He has served the law enforcement and corrections community for over 30 years.
