National Signatures Program

The WVHTC Foundation has supported the U.S. Department of Defense’s National Signatures Program (NSP) Program Management Office since May 2004, providing system and software engineering expertise, as well as scientific research and development.

Our past performance in key functional areas has led to the WVHTC Foundation becoming a trusted and preferred solutions provider for the NSP.

About National Signatures Program
The WVHTC Foundation designed and developed, maintains and is continually enhancing a database catalog of Measurement and Signature Intelligence (MASINT) sensors, systems, and processes in support of the NSP.

The Oracle 10i database enables identification of gaps in signature technology and tracking of sensor development. The NSP Compendium is expected to catalog over 5,000 sensors, systems, and processes after all data entry has been completed;

In addition, the WVHTC Foundation developed the enterprise architecture of 2010 for the NSP to make possible the future vision of a dynamic, horizontally integrated system with machine-to-machine interfaces for rapid delivery of MASINT signatures to operational users.

The architecture enables the next generation signature delivery system to meet intelligence and war fighting requirements in Net Centric Operations and Warfare environments, such as the Global Information Grid. The architecture adheres to the Department of Defense architecture framework and format.

To broaden the national signatures pool and keep abreast of the latest developments in signature technologies, the NSP has tasked the WVHTC Foundation to develop, host, and maintain a signatures technology website designed to engage academic and research institutions, as well as other government agencies.

The Signatures Technology Exchange (STE) website hosts a searchable signature data repository, while fostering an environment of information exchange and dialogue between scientific researchers from universities, colleges, and laboratories via the latest online collaborative techniques.
