Program Overview
This program includes multiple OSD-sponsored software development projects: DoD TechMatch, DoD IPMIS (Intellectual Property Management Information System), and OTT PIN (OSD’s Office of Technology Transfer Partnership Intermediary Network).

 

DoD TechMatch
DoD TechMatch is a Department of Defense (DoD) sponsored, no-fee, web-based portal that facilitates technology deployment collaboration by providing information and identifying opportunities (FedBizOpps, Grants.gov, and SBIR/STTR solicitations), licensable patents, and current technology needs using a unique keyword matching function.

DoD TechMatch provides a centralized location to find information on 120 Defense labs across the U.S., including a way to contact technology transfer decision makers at these labs. It also identifies calendar events and hot technologies – technologies with high commercial potential that OSD would like to move out of the labs using any of the technology transfer mechanisms (licenses, cooperative agreements, etc.).

DoD TechMatch effectively takes a wide variety of source material, organizes it in a way that provides a single access point for government entities and the public, keeps it up to date, and makes it relevant to multiple information consumers. DoD TechMatch is an efficient and effective “outreach and reachback” resource that simplifies interactions with complicated processes. It also highlights potential public-private collaboration opportunities.

DoD TechMatch is a DoD Partnership Intermediary (PI) established under 15 USC 3715. PIs are state, local, or nonprofit entities that assist, counsel, advise, evaluate, and otherwise support U.S. Government missions. DoD TechMatch interacts with small businesses and institutions of higher education to assist the DoD in its technology transfer and transition missions, including the 1401 program that transitions DoD technologies to DHS to meet the needs of Law Enforcement and First Responders. Each PI is managed by a DoD lab to increase success in conducting cooperative or joint activities with the private sector.

 

DoD IPMIS
Currently in development is the DoD Intellectual Property Management Information System (DoD IPMIS), a DoD-wide system that facilitates laboratory technology transfer. DoD IPMIS is designed to help government laboratory technology transfer managers and patent attorneys track a technology from initial invention disclosure to patent expiration. It will be used to track action items from the US Patent and Trademark Office and internal action items, providing a system that is consistent across the entire Department – a never-before-available single information source for a Laboratory’s technology portfolio. Technology transfer managers will be able to use the system to track patent license agreements, royalties, and action items related to those patent license agreements.

 

OTT PIN
OSD [specifically, DUSD (AS&C) OTT] manages a number of DoD PIs, located across the U.S. from Alaska to South Carolina. The OTT PIN system is designed to provide functionality common to each PI, in a web-based environment that accommodates different time zones and working hours.

 

Significant Accomplishments:
The DoD TechMatch program has achieved the following:

  • 8,800-plus registered users, averaging three minutes per visit;
  • Averaged more than 61,000 unique site visits per month in the last year;
  • Part of four technology transfer deals in past eight months (one Patent License Agreement, three other technology transfer deals);
  • Provided 3.2 million SBIR opportunity matches to registered users within 24 months;
  • 2004 FLC Mid-Atlantic Industry Award; and
  • 2005 FLC Far West Outstanding Partner Award.
